Leadership is defined by the courage to set a vision and the discipline to achieve it. Under the stewardship of Dr. Muhammad Bello Shehu, the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), has become a testament to this principle.
The Commission has evolved into a powerhouse of systemic reform, promoting fiscal discipline while prioritizing worker protection and welfare.
Through a series of far-reaching reforms—ranging from the review of political remuneration to the drastic reduction of administrative overhead, and a pleasant workforce—the Commission has been successfully repositioned as a world-class institution.
In the landscape of Nigeria’s economic history, RMAFC has emerged as a definitive architect of stability. The Commission is witnessing a paradigm shift in fiscal governance that’s beyond its traditional regulatory functions.
This “New RMAFC” represents a bold departure from the status quo, anchored by three historic pillars: Equitable Wealth Distribution; The Courage to Address Structural Imbalances; and The Implementation of Data-Driven Frameworks.
Dr. Shehu is cementing a legacy of visionary leadership geared toward national prosperity. His reforms are not merely temporary fixes; they are the architectural foundation of a resilient economy.
”We are building a legacy of accountability that will protect the wealth of future generations,” Dr. Shehu was quoted to have remarked.
He has also spearheaded the historic review of the 1992 Revenue Allocation Formula, replacing the outdated model with a robust, inclusive framework designed to guarantee unprecedented revenue growth.
This achievement ensures that wealth distribution now aligns with modern demographic realities, empowering State and Local Governments to meet their constitutional obligations effectively.
Furthermore, he has introduced strategic audits alongside the “Revenue Recovery Exercise”. The exercise have reclaimed massive unremitted funds, plugging leakages and enhancing coordination between the FIRS, CBN, and the private sector, making the Commission to fortify the national treasury against waste.
This shift toward active recovery has yielded historic dividends, surpassing the performance of all previous years, thereby attracting Global Recognition. The Global Initiative for Fiscal Transparency (GIFT) and the National Council of Civil Servants have both recognized these efforts, with the latter bestowing the prestigious accolade of “Visionary Leader with Political Will” upon the Chairman.
Under Dr. Shehu’s leadership, the RMAFC has institutionalized “Open Governance” through cutting-edge technology, and by promoting digital transparency and institutional excellence, the Commission has met rigorous international benchmarks.
Dr. Shehu’s commitment to stewardship has further repositioned the Commission as a guardian of public trust. RMAFC, now, has transitioned from a passive monitor of accounts to a proactive architect of fiscal stability, replacing rigid bureaucracy with a dynamic culture of performance.
As these reforms takes firm root, the prosperity of the Nigerian people stands as the ultimate monument to this era of leadership, as he said, “Our mandate is very clear: to transform fiscal governance from a system of rules into a culture of excellence”.
