Kano Pilgrims Welfare Board: Matawalle’s Return, Key to Securing 2026 Hajj Operations

KANO — The sudden resignation of Alhaji Laminu Rabiu, former head of Kano State Pilgrims Welfare Board, amid the Governor’s recent political transition from the NNPP to the APC has certainly created a leadership vacuum in the agency.

However, the prompt appointment of a shrewd and seasoned hajj administrator, Alhaji Abubakar Ibrahim Matawalle as the next Director-General of the Board, has saved the situation. It
was received with accolade as a “rescue mission”.

Governor Abba has acted so fast and wisely by appointing an authority in the Hajj administration, particularly during the peak period of Hajj planning. It was indeed a critical intervention, and his decision to tap Matawalle has prioritized experience and commitment over politics.

Precisely on February 2, 2026, Governor Abba tapped Matawalle, one of the eggheads in the Hajj administration to fill the vacuum. Matawalle is expected to “rescue the situation”. He eventually did.

Pilgrims, officials and other industry stakeholders who were worried over the sudden leadership vacuum, were now elated, following Matawalle’s appointment, describing it as a strategic move by the government to ensure the success of the 2026 Hajj, despite the prevailing challenges.

Stakeholders who have welcomed the reappointment were never disappointed as Matawalle’s return being his third leadership stint at the agency had promptly addressed all the critical challenges he met.

Stakeholders sees Matawalle as a “shrewd administrator”, capable of handling every complex situation, relating to how he was able to overhauled the Hajj Savings Scheme, how he introduced centralized luggage handling that prevented lost of baggage, while pioneering hotel accommodation for Kano pilgrims in the Holy Land against accommodating them in private homes.

Governor Yusuf’s choice of Matawalle was basically due to his competence, given his vast experience in hajj management. It was a clear indication that the Kano government is interested in having the desired result of a successful hajj exercise.

Looking back, in the year 1992 and 1993, Kano State Assembly had conferred on Matawalle a Merit Award for the “meritorious conduct” of hajj operations in the two consecutive years.

It was in this same spirit, when you look at his records, that Matawalle is no stranger to the complexities of the holy pilgrimage, having led the agency during two previous high-stakes periods: first, between ​1992 and 1994, where he managed the logistics for a massive contingent of 10,000 pilgrims and in ​2010, when he oversaw arrangements for 6,000 pilgrims while concurrently serving as a Permanent Secretary.

A cursory look at his past achievements and his previous track records of managing successful hajj exercises, further comfort pilgrims’ minds that a “safe pair of hands,” that prioritizes merit, is now in charge.

Officials say the appointment underscores the government’s focus on continuity and results, hence describing his return as merit-based that can efficiently address complex challenges and devoid of any political consideration.

His legacy of innovation is widely regarded as period of systemic reforms that have since become industry standards in Nigeria.

For instance, his pioneering the shift from private homes to professional hotel accommodations for Pilgrims, introduction of centralized luggage handling to eliminate the perennial issue of lost baggage and the introduction of financial integrity towards overhauling the Hajj Savings Scheme, had significantly ensured greater transparency for the intending Muslim travelers.

Matawalle’s return at the peak of the exercise was no doubt a tough task, however, his readiness to handle complex challenges has given him an upper hand to successfully navigate the Saudi Arabia’s stringent data deadlines. Just, within 14 days of taking office, his administration uploaded the required data for over 3,620 pilgrims and secured visas for the entire state contingent.

He had also finalized all airlift and accommodation logistics for the commencement of the State’s first pilgrims starting Thursday, 14th, May, 2026 a development that continue to glow the hearts of State’s intending Pilgrims.

A successful arrangement has been put in place that “all is now set for their airlift from Malam Aminu Kano International Airport to the Holy Land, effective from Thursday, May 14, 2026,” as confirmed by the agency.

The return of this “steady hand” is no doubt a blessing to Kano Pilgrims. His return has effectively stabilized an operation that was once at risk, ensuring that the 2026 Hajj remains focused on the spiritual journey of the pilgrims rather than a political stint.

A very important issue was that beyond all these logistical successes, Matawalle has equally prioritized human elements in the operations, as he established a new staff welfare desk to boost service delivery with clear focus on results.

This is the main reason, why several pilgrims, observers and stakeholders continue to view the reappointment of Abubakar Matawalle, as a signal of good things to come, that the state government under Alhaji Abba Kabir Yusuf is prioritizing transparency and efficiency rather than resorting to political issues.
